How to Apply for Mutation (Intkal) of Land in Himachal Pradesh

Whenever land is bought, inherited, gifted, or transferred in Himachal Pradesh, it is crucial to update the land records with the revenue department. This process is legally known as “Mutation”, or Intkal in local terms. Mutation ensures that the new owner’s name is recorded in the Jamabandi (Record of Rights) maintained by the Patwari and Tehsildar.
While mutation does not create ownership by itself, it acts as proof that the revenue records reflect the rightful possession of the land, and helps in paying land revenue, availing loans, or avoiding disputes.
What is Mutation (Intkal)?
Mutation is the process by which the title of a land gets updated in the land records after the property is transferred due to:
- Sale deed
- Inheritance/succession
- Gift deed
- Will
- Partition
- Court decree
Mutation is governed by the Himachal Pradesh Land Revenue Act, 1954, and is a routine administrative procedure carried out by the local revenue officials.
Why is Mutation Important?
- Updates ownership in official land records (Jamabandi)
- Required for land tax and revenue payments
- Needed when applying for agriculture loans or subsidies
- Prevents future ownership disputes or encroachments
- Essential for legal compliance in sale or lease transactions
Documents Required for Mutation
Depending on the type of transaction, the following documents are needed:
In case of Sale:
- Registered sale deed
- Copy of Jamabandi
- Affidavit
- Application for mutation
In case of Inheritance:
- Death certificate of the owner
- Legal heir certificate or family tree
- Affidavit from legal heirs
- Application for mutation
In case of Gift/Will/Partition:
- Registered deed or will
- Court order (if contested)
- Affidavit
- Application for mutation
Steps to Apply for Mutation (Intkal)
- Visit the Local Patwari or Tehsil Office
- File an application along with the required documents.
- Entry in Roznamcha (Daily Diary Register)
- The Patwari records the transaction and prepares the mutation report.
- Field Verification by Patwari
- A site visit may be conducted to verify possession and details.
- Mutation Report Sent to Circle Revenue Officer (Kanungo)
- Reviewed and forwarded to the Tehsildar/Naib Tehsildar.
- Hearing and Mutation Sanction by Tehsildar
- A public notice may be issued inviting objections. If none, the mutation is sanctioned.
- Updating of Record of Rights (Jamabandi)
- After approval, the new owner’s name appears in official records.
Online Mutation Facility in Himachal Pradesh
The Himachal Pradesh Revenue Department has digitized land records under the e-Himbhoomi and HimLand initiatives. Some Tehsils now allow online applications for:
- Viewing Jamabandi and Mutation status
- Downloading Fard (land record extract)
- Raising requests for correction
However, physical verification and hearings still require local follow-up.
